These updates were written following an International Climate Change Partnership (ICCP) meeting held on January 15, 2003. The “[h]andouts included summaries of the McCain/Leiberman and Jeffords/Daschle climate change bills and a side-by-side comparison with the climate change provisions of last year’s energy bill and the Administration’s program.” It shows that the ICCP maintained regular contact with the U.S. federal government. These documents were submitted during discovery in Green Mtn. Chrysler Plymouth Dodge Jeep v. Crombie and Central Valley Chrysler-Jeep, Inc. v. Witherspoon.

ICCP’s membership was principally composed of automobile and chemical companies. The Association of International Automobile Manufacturers contrasted the ICCP with the Global Climate Coalition, writing that the ICCP “says it is prudent to take reasonable actions to mitigate any potential warming problem,” whereas “[t]he message of the GCC is there is no scientific basis for global warming.”

The ICCP noted the effect of a Republican-controlled Congress on climate legislation: “[t]he group discussed the impacts of the November elections on domestic climate change activities, programs, and legislation. It was speculated that with Republican control of Congress, the pressure to include climate provisions in energy or multi-pollutant legislation will be decreased …”
